Jefferson Hills Library 2009 - 2013
To promote reading, thinking, learning, enjoyment of the arts, and to enhance the quality of life for all members of the community.
To meet the needs of all members of our community and give them the opportunity to grow intellectually through our valuable free library resources and services we provide to the public.
Jefferson Hills is a community in the South Hills of Pittsburgh, Pennsylvania. Based upon 2000 census information, it has 9666 citizens. Presently; however, its population exceeds 10,000 based upon new building permits issued for single family homes since 2000. A large geographic borough, it consists of 16.6 square miles, divided by a major throughway – Route 51. While it shares a school district – West Jefferson Hills – with its neighbor, Pleasant Hills, it does have a dedicated public library located in the current municipal building on Old Clairton Road.
Jefferson Borough Library was founded in 1959 by the joint efforts of the Jefferson Borough Lions' Club and a group of private citizens. Library shelving was initially placed in the Council Chambers and later moved to the renovated basement of the Municipal Building at 3008 Old Clairton Road.
Under the leadership of Charlotte Hill and Madeline Conklin, volunteers were organized to staff the Library. The Library was financed by a yearly donation from the Borough Council, donations from the Lions' Club, local businesses and citizens. Legislative grants were also received over the years.
Volunteers staffed the Library until 1963 when Joyce Schmidt was hired as a librarian. Joyce and her volunteers worked to help the Library grow for the next 30 plus years.
In October of 1992, the Library moved into the newly erected Municipal Center at 925 Old Clairton Road.
Today under the leadership and direction of an appointed Library Board and Library Director, the Library is growing rapidly into the 21st century. Jefferson Hills Library is now open 50 hours per week and houses computers connected to the World Wide Web and WiFi, as well as a collection of approximately 32,000 books, audio tapes, DVD's and file materials.
The following general principals were taken into consideration when developing the strategic direction of Jefferson Hill’s Library:
- Population is growing;
- Expectation of library services is expanding;
- Information technology is ever-changing;
- Facilities must be commensurate with community needs and expectations.
While libraries remain the cornerstone of the community for the promotion of recreational reading, it is recognized that libraries also continue to grow as a communal space; serving as an anchor in the community by offering a general place for gathering and learning. In this expanding role, Jefferson Hills Library serves the community through many programs once considered “non-traditional”. These include but are not exclusive of classes aimed at each demographic group within the borough and the offering of technological services. While there have been great strides in the expansion of both traditional and non-traditional library services since the inception of the Library in 1959, further development is possible, needed and expected; as education and life long learning are keys to individual and community development. In order to facilitate the further development of these library services, promotion and marketing of these services must be robust. As the Library grows in its offerings, the borough population must be made aware of the opportunities presented so that they are able to fully embrace this key community institution.
This strategic plan developed in 2009 comprises 5 general goals and serves as a dynamic tool to guide decision making over the next five years. Each year assessment will be made measuring the steps taken to reach each Goal, Objective and Activity. Additionally, Objectives and Activities will be added as needed.
Goal 1: Jefferson Hill’s Library will be a leader in providing patrons with resources necessary for academic, business, social networking and leisure activities.
Objective 1.1: Develop a strong community partnership with schools, businesses and human service industries to extend the Library’s community outreach
Objective 1.2: Make the Library more convenient to use
Objective 1.3: Develop enhanced children’s and young adult’s programs encompassing ages from infant to teen
Objective 1.4: Increase job search and career building assistance
Objective 1.5: Recruit volunteers with specialized skills to offer assistance to the LibraryGoal 2: Jefferson Hill’s Library will maximize patrons’ access to digital information resources by offering user-friendly technology that supports public service.
Objective 2.1: Provide adequate electronic information infrastructureGoal 3: Jefferson Hill’s Library will have facilities that provide a welcoming environment for patrons.
Objective 3.1: Develop a long-range facilities plan to meet the community needs for the next two decades.
Objective 3.2: Identify short-term tactical facilities updates to address the immediate needs of the strategic plan objectivesGoal 4: Jefferson Hill’s Library will have increased marketing and funding to support the above enumerated goals as well as the visibility of the Library.
Objective 4.1: Support the Friends of the Library that seek to enhance basic funding for expanded services and programs
